This is a clear jab at the United States.
Russian Prime Minister Vladimir Putin met with Greek Prime Minister George Papandreou to discuss how Greece can become a global energy hub by sponsoring pipeline transport across the country. Russia is working with various countries in the region to develop infrastructure that would enable it to sell oil and gas to a global clientele.
